Technology now reaches almost every aspect of the educational experience at a major public research institution. Rutgers will have the technology systems and tools to enhance teaching and learning at the university. These systems and tools will be reliable, easy to use, integrated, pervasive, and responsive to the needs of faculty, students, and the university community.

Implementation
- Identify key stakeholders and establish a governance structure
- Assess all environments and understand the needs of faculty and students; what works and what needs to work better
- Working with key stakeholders, develop the “big picture” for enhancing the educational experience
- Identify strategy and conversion path to achieve the big picture
- Develop time-phased plan and budget model
- Identify key performance metrics and develop model for ongoing assessment
- Develop ongoing service, support, and training model
- Develop change management and communication plans for each business system improvement
