Yes, please allow the Duo Mobile App access to your camera on your enrolled device. The camera can be utilized to scan the activation barcode to link Duo Mobile App to your account. 

If you aren't able to scan the QR code or if your device does not have a camera, tap Or email activation code when prompted in the setup process. Then enter your email address to send the activation link to yourself. Follow the instructions in the email to activate the new account in Duo Mobile.
