The Cloud Infrastructure Group was formed under Enterprise Infrastructure in order to start implementing these recommendations. In order to remain focused, we are only working on Infrastructure as a Service (IaaS) and some types of Platform as a Service (PaaS). Our goal is not to interfere, but to assist and help make the process easier in the long term.
